PROBLEM TO BE SOLVED: To provide an information recording and reproducing apparatus equipped with a television broadcast receiver having a program information guiding function for easily understood program contents of an electronic program guide. SOLUTION: If the television broadcasting of a valid channel is detected, the data of one second of the program data of a first valid channel are stored in a memory, for example, every thirty minutes. Then, the data of one second of the program data of a second valid channel are stored in the memory every thirty minutes, after one second. Further, the data of one second of the program data of a third valid channel are stored in the memory every thirty minutes further in one second. A thumbnail image is generated based on the program data of stored one second, and an electronic program guide is made to correspond to the thumbnail for storing in the memory. When a command for displaying the electronic program guide is issued, the thumbnail image and the title of program are displayed on the display device if the thumbnail image corresponding to the program title is judged to be present.
