PROBLEM TO BE SOLVED: To minimize the thickness of a key sheet to meet the demands for a reduction in thickness of cellular phones because of greater importance placed on designability and portability. SOLUTION: A transparent resin film 3 made of PC, PET, PU or the like and having a thickness of 0.2 mm or smaller is prepared, and this resin film 3 is placed between drawing molds 5, 10 and heated to undergo drawing so as to form recesses at positions in the resin film corresponding to a plurality of keytops 2. The recesses formed by the drawing are then filled with a filler (resin) 3b to form pushers 4 on the bottom surface of the film, and the keytops 2 formed by resin molding or mold printing or the like are placed by bonding on the top surface of the resin film 3 after the pushers are formed. The keytops 2 and the pushers 4 are thus placed on the top surface and the bottom surface of the resin film 3, respectively, so that a further reduction in thickness is achieved.
