A method for constructing a ship on the sea and on land is provided to shorten the constructing period by directly mounting a large-sized ship body block to a floating dock or a barge with a crane on the sea. A method for constructing a ship on the sea and on land includes steps of manufacturing a large-sized ship body block by using a ground crane in a PE work place on land(S201), locating a floating dock or a barge between the ground side of an inner wall protruding to the sea in parallel to the ground and the PE work place(S203), mounting the large-sized ship body block to the floating dock or the barge by a crane on the sea side of the inner wall(S205), finishing a ship by assembling the large-sized ship body block on the floating dock or the barge(S207), and submerging the floating dock or the barge and launching the finished ship(S209).
