PROBLEM TO BE SOLVED: To effectively reduce bending and twisting generated in belt-shaped rubber members 63 and 64 by synchronously moving corresponding winding means 85 and 86 and conveyers 100 and 101. SOLUTION: The winding means 85 and 86 and the conveyers 100 and 101 are supported on a common moving table 82. Since they are moved synchronously by the movement of the moving table 82, even when the winding means 85 and 86 are moved, the relative positional relationship is not changed. As a result, the neck swinging in the belt-shaped rubber members 63 and 64 stretched between the winding means 85 and 86 and the conveyers 100 and 101 is prevented, and relative distances M between them are not changed.
