PROBLEM TO BE SOLVED: To provide a surface coated cemented carbide cutting tool having a hard coating layer exerting superior chipping resistance under high speed heavy duty cutting of a hard-to-cut material. SOLUTION: This surface coated cemented carbide cutting tool is constituted by forming a hard coating layer consisting of (a)-(d) on the surface of a carbide base body composed of tungsten carbide based cemented carbide or titanium carbonitride based cermet. (a) A substrate adhesion layer having the average layer thickness of 0.5-2μm and composed of (Ti, Al)N layer satisfying a composition formula: (Ti<SB>1-A</SB>Al<SB>A</SB>)N (wherein A shows 0.30-0.70 in an atom ratio), (b) a lower-part layer having the average layer thickness of 1-5μm and composed of (Cr, Al, Si, B)N layer satisfying a composition formula: (Cr<SB>1-(X+Y+Z)</SB>Al<SB>X</SB>Si<SB>Y</SB>B<SB>Z</SB>)N, (c) an interlayer adhesion layer having the average layer thickness of 0.1-1.5μm and composed of a vanadium nitride layer, and (d) an upper-part layer having the average layer thickness of 1-5μm and composed of a vanadium oxide layer.
