<P>PROBLEM TO BE SOLVED: To provide a rotational speed controlling apparatus and an image forming apparatus reducing color smearing by suppressing variation in rotational speed of an image carrier at low cost. <P>SOLUTION: A rotational speed detecting means 25 for detecting the rotational speed of the rotational body, a speed variation detecting means 26 for detecting the variation in the rotational speed detected by the rotational speed detecting means, and a compensating means 27 for producing compensation signals compensating the variation in the rotational speed detected by the speed variation detecting means, are provided in a rotational speed controlling apparatus provided with a rotating body 1 and a driving means 21 for rotating and driving the rotating body 1. The speed variation detecting means detects a first variation in rotational speed in one rotation of the rotating body and a second variation in the rotational speed in one rotation of the driving means. The compensating means produces a first compensation signal for compensation of the first variation and a second compensation signal for compensation of the second variation.
