PROBLEM TO BE SOLVED: To provide a paper feeder and an image forming system usable even for a device of not lifting a tray, having a simple structure, and capable of preventing a paper feeding error by surely detecting flapping of paper when blowing air. SOLUTION: The paper feeder and the image forming system are characterized by having a plurality of air exhaust ports 31 positioned on an upper end surface of a bundle of the loaded paper P and arranged so as to be respectively opposed, an air blowing means 32 sending the air to the air exhaust ports 31, a flapping detecting means 33 detecting a flapping quantity of a bundle upper part of the paper P generated by the air blown from the air exhaust ports 31, and a flapping control means 42 controlling driving of the air blowing means 32 on the basis of the flapping quantity detected by the flapping detecting means 33.
