<P>PROBLEM TO BE SOLVED: To provide a video conference system with less load on a network while using a higher image quality DV (digital video) codec, and to provide a conference terminal. <P>SOLUTION: A conference terminal 400a comprises a DV capturing means 403a, an image reducing means, and a transmitting/receiving means 401a. The DV capturing means 403a captures video-image/voice streams inputted from a digital video camera 410a by frame, and outputs image data. The image reducing means places a pixel data of a reduced image, obtained by reducing the number of pixels of the image data in ascending order of a DIF (digital interface format) sequence. The image reducing means encodes the DIF sequence arranged with the pixel data by a DV codec, and outputs video-image/voice streams.
