<P>PROBLEM TO BE SOLVED: To solve food-scarcity problems by improving the cultivation efficiency of algae, in which there is a limitation to photosynthesis by the sunlight which is limited in the radiation time. <P>SOLUTION: A power station is comprised of a plural set of power generation blocks in which a wind power generator having an output of 1.5 kWh, an occupied area of 1.8 m<SP>2</SP>, and a unit cost of ¥300,000 are piled up in three stages in the vertical direction in a float on a semi-float are erected together in large numbers at an aerodynamically appropriate interval just above the sea level of the ocean. The ocean is irradiated with the obtained electric power, and agitated by feeding air of the same amount as every culture media into a marine water improved culture media, and minute algae are cultivated by controlling nitrogen, etc., with PH. The solar photosynthesis twenty times brighter than the sunlight right on the equator can be obtained, so that starch containing protein equivalent to rice can be obtained by algae cultivation 4,500 times more efficient than normal rice cultivation even when using a LED with 50% conversion efficiency.
