PROBLEM TO BE SOLVED: To establish an optimum water distribution plan by a plurality of water distribution pumps in water distribution stations according to predicted demands in water distribution areas. SOLUTION: Based on a predicted patter of demand in the water distribution area 33, water distribution flow patterns for the water distribution stations 18, 23, 28 are prepared in consideration of the combination of water distribution pumps fulfilling the requirements of a target terminal pressure pattern by using pump operation characteristics prepared for each combination of the water distribution pumps in the water distribution stations 18, 23, 28 and the target terminal pressure pattern for the water distribution area 33. Next, water distribution flow values in the present time zone of the water distribution stations are extracted by using water distribution flow patterns for the water distribution stations 18, 23, 28. The extracted water distribution flow values are transmitted to control devices 22, 27, 32 controlling the operation of the water distribution pumps in the water distribution stations to control the operation of the water distribution pumps 21, 26, 31 in the water distribution stations 18, 23, 28.
