A device for mounting or dismounting a wire rolling roll fixing sleeve is provided to reduce maintenance cost of the device by simply keeping, managing and maintaining the device and improve operation productivity by performing a roll disassembling/assembling operation simply and promptly. A device(100) for mounting or dismounting a wire rolling roll fixing sleeve(4) comprises: a clamping part(110) which is clamped to a male screw part(3a) formed on one end of a rotary shaft(3), and has a latch groove(111); a cylinder member(120) comprising a lower fixed shaft(122) which has a latch(121) mounted on a lower end thereof such that the latch is locked by the latch groove of the clamping part, and an upper operating shaft(124) connected to a piston(123) reciprocated within a body thereof; a fixed body(130) which has an internal space for disposing the cylinder member such that an upper end of the upper operating shaft is assembled into a fixed hole(131) penetrated into an upper surface of the fixed body, and which has a locking part(132) that is formed on an inner peripheral surface of a lower part thereof and superposed on locking vanes(4a) formed on an outer peripheral surface of the sleeve; and a hydraulic part(140) having a first hydraulic line(141a) for supplying an operating oil into the cylinder member to provide the sleeve with an external force for pushing the sleeve away from the rotary shaft, and a second hydraulic line(141b) for supplying the operating oil into the cylinder member to provide the sleeve with an external force for pressurizing the sleeve toward the rotary shaft.
