PROBLEM TO BE SOLVED: To provide a charger which can charge a photoreceptor surface to a target potential in a short period of time and has excellent charging efficiency, and has excellent charging performance to make the quality of an image high and stable. SOLUTION: At an opening part opposed to the photoreceptor 1 of the charger 2a, a grid 4a is arranged in an area as the downstream side of an image printing process and arrangement constitution is employed that satisfies Dd-Dg≥Du, where Du is the distance between a discharge electrode 3 arranged on the upstream side of the image printing process and the photoreceptor 1, Dd is the distance between a discharge electrode 3 arranged in an area on the downstream side of the image printing process, and Dg is the distance between the grid 4a and photoreceptor 1.
