<p><P>PROBLEM TO BE SOLVED: To enable an applicant to easily determine whether or not he or she can use electric poles in a designated area desired; and to enable the applicant to promptly and easily apply for the use of electric poles by use of a terminal. <P>SOLUTION: According to area designation information coming from an applicant's terminal 30, an owner's server 20 sends display information to the applicant's terminal 30 to display a map of that area and electric poles on the map so as to determine whether the electric poles can be used. According to electric pole designation information coming from the applicant's terminal 30, the owner's server 20 sends display information to the applicant's terminal 30 to display available points of the electric poles and an application. The applicant fills in the application of a predetermined form and sends the application from the applicant's terminal 30 to the owner's server 20.
