PROBLEM TO BE SOLVED: To provide a snow melting pavement structure enabling the easy installation of a heat medium pipe, a reduction in installation time, and easy partial repair of a road surface when the heat medium pipe is damaged in a technique for snow-melting or preventing the road surface from being frozen by running a heated heat medium in a pipe buried in a pavement layer on the road surface and supplying hot water by transmitting heat on the road surface to cold water flowing in the pipe. SOLUTION: A pavement block for paving the road surface is divided into a foundation block 1 and an upper cove block 2. A pipe receiving part 6 specifying the position of the heat medium pipe is installed on the foundation block 1, and the heat medium pipe 4 disposed in the fitted state to the pipe receiving part is fixedly pressed by the upper cover block 2 from the upper side. The upper cover block 2 comprises a heat transfer material layer at a portion where the heat medium pipe 4 is pressed or the heat transfer member 3 dispersing heat in a planar direction is buried and exposed to the portion where the heat medium pipe 4 is pressed.
