PROBLEM TO BE SOLVED: To provide a mower and a brush, capable of increasing safety in removing low height grasses. SOLUTION: The mower is composed to cut grasses with rotating brush hairs 22, wherein a brush 5, which comprises a base body 21 and the brush hairs 22 projectingly set on the base body 21 in a condition that the base body side of the brush hairs 22 is upper and the tip side of the brush hairs 22 is lower, is rotationally driven by driving power of a motor 9.
