PROBLEM TO BE SOLVED: To provide an environmental response-type ice accretion-preventing agent preventing the attachment of ice on the surface of a metal of an automobile, a ship, and a heat-exchanger, a fan or the like in a refrigerator and a freezer, melting the attached ice, not corroding the metal, having little smell, not affecting living things in the surrounding, and having excellent durability even if dispersed or coated on a slope or a side part. SOLUTION: The ice accretion-preventing agent is obtained by formulating (c) 0.1-20 pts.mass of a hydrophilic ester-type surfactant which is an ester of a polyhydric alcohol having three or more valences and a 10-20C fatty acid, and (d) 15-65 pts.mass of water with 100 pts.mass of main ingredient comprising (a) 20-75 mass% of tripotassium citate and (b) 80-25 mass% of a polyhydric alcohol.
