A reactant solution (11) stored in the solution vessel (4) is supplied to a work (3) placed in the reaction chamber (2). With this supply, the volume of the solution vessel (4) is reduced and the capacity of the reaction chamber (2) is increased. Thus, the region where hydrogen is generated is increased in a small space.
