PROBLEM TO BE SOLVED: To provide a paper carrying device and an image forming device capable of performing detecting operation of a paper jam and detecting operation of a punch part when the punch part is formed in paper while preventing or restraining a cost increase and an enlargement of the device. SOLUTION: This device has on a paper carrying passage a brush-like electric cut piece 52 composing a large number of wire rods 52a having electric conductivity and resiliency, and detects whether the paper jam is caused or whether the punch part is formed in a document by detecting a case where an electric current flows to the whole wire rods 52a of the brush-like electric cut piece 52 and a case where the electric current does not flow to a partial wire rod 52a.
