A natural water safe discharging device is provided to smoothly flow in the air and discharge the natural water by an air opening and closing plate, and to prevent the pollution of natural water by installing an LED UV(Light Emitting Diode Ultraviolet) lamp sealed by silicon in a natural water pail and a cold/hot water storage tank. The natural water safe discharging device is composed of: a natural water pail support(4) put on an input part of a hot/cold water dispenser(2) with covering an inlet of a natural water pail(1); an air inflow pipe bent in multiple stages to come into contact with the inner wall surface of the natural water pail support and provided with an air filter(5) at one end; a cap member(8) positioned at the lower end of the natural water pail support and equipped with an opening and closing member; a press member(120) for pushing the opening and closing member; at least two opening and closing support rods installed on the other end of the air inflow pipe and formed with stop projections; and an air opening and closing plate(110) fitted to the opening and closing support rods and moved up and down. The press member comprises a flange(121) hung to the input part of the hot/cold water dispenser; a packing material(122a) formed on the upper side of the flange; and a natural water discharge hole(123) formed at the bottom.
