A flat type of light emitting lamp and an LCD using the same are provided to use no processes for edging glass substrates and attaching the glass substrates to each other, thereby simplifying the manufacturing process, by forming a front substrate or a rear substrate in a cap shape. A front transparent(11) is disposed to face a rear substrate(12) with a discharge space therebetween. At least one of the front transparent substrate and the rear substrate has a stepped portion at the edge in the vicinity of a bonding surface between the front transparent substrate and the rear substrate. The substrate having the stepped portion includes a first surface(A) contacted with the discharge space, a second surface(B) contacted with the opposite substrate, and a ventilation hole(19) penetrating the first surface.
