PROBLEM TO BE SOLVED: To reduce delay at video image transmission in a video image communication system that employs a packet loss tolerance function by FEC.

SOLUTION: A packetizing predictor 52 predicts a packet segmentation position at the time of transmission to a communications network, from a configurations of streams encoded by a video image coding unit 2. A FEC coding unit 54 calculates an error correction code, based on the predicted packet segmentation position, and stores it in a FEC sign buffer 55. When a media packet is constituted from the encoded streams, the error correction code stored in the FEC sign buffer 55 is associated with the media packet, and packetized for transmission to a communications network from a network transmitter 6.
