<P>PROBLEM TO BE SOLVED: To reduce delay at video image transmission in a video image communication system that employs a packet loss tolerance function by FEC. <P>SOLUTION: A packetizing predictor 52 predicts a packet segmentation position at the time of transmission to a communications network, from a configurations of streams encoded by a video image coding unit 2. A FEC coding unit 54 calculates an error correction code, based on the predicted packet segmentation position, and stores it in a FEC sign buffer 55.
