PROBLEM TO BE SOLVED: To provide a control method improving communication stability, and also to provide a server using the control method. SOLUTION: In a communication system, a communication amount is optimized throughout an overall communication system 100 by performing handover of a terminal unit from a base station unit having a large communication amount to a base station unit having a margin in the communication amount so as to smooth the communication amount between the base station units. When the terminal unit 10 is handed over, by changing the transmission rate of the terminal unit 10, that is, by performing adaptive modulation to expand a communicable range, and more flexible optimization is performed thereby.
