PROBLEM TO BE SOLVED: To provide a transfer belt which can be made longer in life by preventing peeling at the boundaries of an intermediate layer and a base layer constituting a three-layered structure when the three-layered structure is employed in order to suppress the occurrence of an abnormal image, such as a void in a character or a worm hole, and a transfer device, and an image forming apparatus using the transfer belt. SOLUTION: The transfer belt 10 has the three-layered structure consisting of the surface 110, the intermediate layer 120 and the base layer 130 from an outer circumferential surface side in a thickness direction. The surface 110 has stretchability in a circumferential direction; the intermediate layer 120 has the stretchability in a circumferential direction and a thickness direction; and the base layer 130 has non-stretchability. A boundary section 140 between the base layer 130 and the intermediate layer 120 is formed so that the irregularities formed on the surfaces of the respective layers contactually facing each other may be formed as as to fit and bite each other other. When the thickness of the intermediate layer 120 of the transfer belt 10 is defined as t [μm], the maximum height Rz [μm] of the roughness of the surface on the intermediate layer side of the base layer 130 is preferably in a range of 3≤Rz<(t/2).
