PROBLEM TO BE SOLVED: To provide a cleaning apparatus capable of easily and certainly performing cleaning regarding the whole area of the soil containing a contaminant, and a cleaning method for soil. SOLUTION: Cleaning of the soil is performed by the cleaning apparatus 1 provided with a plurality of wells 10 formed in a contaminated area A or near the contaminated area A and having a part used as pumping wells 11 and the other used as water-pouring wells 12; a pumping passage 21 for conveying ground water pumped through the pumping wells 11; a water-pouring passage 22 for conveying cleaned water poured to the contaminated area A through the water-pouring wells 12; and valves 31 installed at the ends of the wells 10 and switching the connection of the wells 10 with the pumping passage 21 and the water-pouring passage 22.
