PROBLEM TO BE SOLVED: To provide a torque limiter and a toilet seat and toilet cover device with the usage of it capable of stabilizing set torque for a long time without concentrating a part wherein stress of a plate spring is concentrated on one point, and capable of extending the life. SOLUTION: The torque limiter 1 is provided with the plate spring 7 to which a roller pin 6 locked by a through hole 5 is attached along a whole periphery of a peripheral direction of a cylindrical part 8 press-fitted to a fitting groove 4 on an outer periphery of a fitting peripheral wall part 10. Therefore, the roller pin 6 can be arranged in any position of the whole periphery. Accordingly, set torque can be stabilized for a long time without concentrating the part wherein the stress of the plate spring 7 is concentrated on one point, and the life can be elongated.
