PROBLEM TO BE SOLVED: To provide an instrument for measuring flow velocity or flow rate, capable of estimating fluid used amount, based on the information from a fluid measuring instrument and communication information form a tool, even if the tool executes complex control. SOLUTION: The information of the tool is transmitted to a using amount estimation means 16 via the first communication means 12, by the second communication means 14 provided in a hot-water supply unit 4a, the flow rate of the tool operated complictatedly is estimated thereby, and other tools are specified and the using amount is estimated, even if a plurality of tools is operated, by subtracting the flow rates thereof.
