PROBLEM TO BE SOLVED: To provide an earth retaining wall having water permeability without requiring surplus soil treatment at a job site by preventing the rise of an underground water level while having water permeability of underground water. SOLUTION: A unit wall body 4 is composed of two or more of original position earth mixing soil cement pile bodies 3, and is constructed in the underground water existing ground by lapping the mutual adjacent original position earth mixing soil cement pile bodies 3. A core material 6 having a fitting joint is arranged in the respective original position earth mixing soil cement pile bodies 3, and a core material containing unit wall body 5 by a core material containing original position earth mixing soil cement pile body 19 is constructed by fitting and arranging joints 6 of the mutual core materials. A substantially linear earth retaining wall is constructed by juxtaposing the core material containing unit wall bodies 5 by two or more in series with clearance, and the earth retaining wall 1 is constructed in one row or a plurality of rows in parallel, and a water communication passage 24 of the underground water in the ground is formed in the clearance G between the juxtaposed core material containing unit wall bodies 5.
