PROBLEM TO BE SOLVED: To detect a drowning person without visual observation by detecting that a swimmer does not move for a prescribed time by a motion detection part comprising an acceleration sensor or an angular velocity sensor worn on the simmer when the swimmer does not move for the prescribed time, transmitting it to a reception part disposed near the swimmer by use of an underwater ultrasonic wave, and raising an alarm that the swimmer drowns in a pool or under the sea. SOLUTION: In this drowning monitoring system, a motion detection device 1 has: the motion detection part 1-1 detecting motion of the body of the swimmer; a control part 1-2 having a function activating an ultrasonic transmission circuit 1-3; the ultrasonic transmission circuit 1-3 outputting a transmission signal according to an output signal of the control part 1-2; and an ultrasonic wave transmitter 1-4 transmitting an ultrasonic signal into water. In the drowning monitoring system, the motion detection device 1 is worn on the body of each the swimmer, an ultrasonic wave receiver 3-1 receiving the underwater ultrasonic wave transmitted from the ultrasonic wave transmitter 1-4 is disposed near the swimmer, an ultrasonic transmission signal is detected through an amplifier 3-2, and an alarm device 7 having a function deciding that the person drowns when detecting the ultrasonic transmission signal and notifying a monitor or a swimmer is installed.
