A paper processing device shown in Fig. 1, comprising a paper carrying part (10) having a carrying passage (11) for carrying paper (3) to a prescribed position and a carrying passage (12) to which the carrying passage (11) can be switched, a punching part (20) for forming two or more binding holes at one end of the paper (3) carried to the paper carrying part (10), and a control part (50) controlling the paper carrying part (10) and the punching part (20). The control part (50) controls the paper carrying part (10) to decelerate and stop the carrying of the paper (3) at the prescribed position of the carrying passage (11), switch a carrying passage for the paper (3) from the carrying passage (11) to the carrying passage (12), and carries the paper (3) in the reverse direction. Thus, the paper can be carried to the punching part while holding the paper in a sheet-like style, and the binding holes can be formed at one end of the sheet-like paper.
