A stator (2) comprises a plurality of magnetic pole parts (17, 16) facing a rotor (1) which are formed on a core (14) surrounding an output shaft (7), and installed on the core (14) so that the axis (M2) of the bobbin (22) is peripherally tilted by a prescribed angle relative to the axis (M1) of the output shaft (7) in the radial direction.
