A complex phosphor layer and a panel display device comprising the same are provided to improve emission efficiency of visible rays by using a phosphor for radiating ultraviolet rays having a long wavelength of 200 to 400nm. A complex phosphor layer includes a first phosphor layer(50a) and a second phosphor layer(52a). The first phosphor layer includes a first phosphor for radiating visible rays by vacuum ultraviolet rays, electron beams or electric energy. The second phosphor is formed on an entire surface of the first phosphor layer. The second phosphor is used for radiating ultraviolet rays having long wavelength of 200 to 400nm. The first/second phosphor layers of the complex phosphor layer have a structure of thin/thin films, a structure of thick/thin films or a structure of thin/thick films.
