PROBLEM TO BE SOLVED: To provide a catalyst for quickly reducing a nitrate ion in water with high selectivity to clean the water and a method for cleaning the water contaminated with the nitrate ion by using the catalyst. SOLUTION: The water-repellent catalyst is manufactured by deposing Pd and one or more metals selected from the group consisting of Cu, Sn and In on one or more carriers selected from the group consisting of activated carbon, Al<SB>2</SB>O<SB>3</SB>, SiO<SB>2</SB>, TiO<SB>2</SB>and ZnO<SB>2</SB>.
