PROBLEM TO BE SOLVED: To provide a culture medium for water-based bacterium, dispensing with the work for the preparation of culture medium, having high preservability, usable in a narrow space and generating little waste material. SOLUTION: The film-form medium is produced by applying or scattering the components (1) to (4) on a film-form substrate. (1) A nutrition component containing at least one substance selected from yeast extract, peptone, meat extract and casamino acid in an amount of≤1.5 g/m<SP>2</SP>each and 0.1-3 g/m<SP>2</SP>in total, (2) one or more salts selected from potassium phosphate, sodium phosphate, sodium carbonate, potassium carbonate and calcium carbonate in an amount of 0.02-1 g/m<SP>2</SP>in total, (3) a color developing or fluorescent enzyme substrate and (4) a water-soluble polymer or a gelling agent.
