Apparatus has activator, circulation reservoir for water, and drive. Hydrodynamic liquid activator is formed as centrifugal pump with one operating toothed end rotor and immovable toothed stator, said rotor and stator having on their two-ring end surface slots in an amount ranging between 12 and 24, on each of said rings, said slots being oriented toward one another.
