FIELD: agriculture, in particular, water activation in plant growing. ^ SUBSTANCE: method involves treating irrigation water in hydrodynamic liquid activation unit by providing multiple circulation of liquid through its mechanical rotating working tool during 3-10 min; determining water activation quality by optical density coefficient, with activated water having optical density coefficient of from 0.09 to 0.12 during 60 min after treatment being commonly used. Apparatus has activator, circulation reservoir for water, and drive. Hydrodynamic liquid activator is formed as centrifugal pump with one operating toothed end rotor and immovable toothed stator, said rotor and stator having on their two-ring end surface slots in an amount ranging between 12 and 24, on each of said rings, said slots being oriented toward one another.
