PROBLEM TO BE SOLVED: To provide a charger smaller than a conventional apparatus, reducing a burden to an operability and increasing output power, a cellular phone using it, and a cellular phone set. SOLUTION: The charger 10 comprises: a casing 16; a rotational element 18 rotated in a state to be partially protruded from the casing 16; a transmission section 20 for transmitting a torque generated by a rotation of the rotational element 18; a power generating section 22 for converting the torque transmitted by the transmission section 20 into electric energy and generating power; and a power supplying section 26 for externally supplying power generated from the power generating section 22.
