PROBLEM TO BE SOLVED: To reduce the number of manufacturing processes, by performing a process for removing a blocking member from a shielding pipe and a process for removing an insulating cover at both the ends of an electric wire with a single action. SOLUTION: When manufacturing a shielding conductor Wa, a break 13 is provided in the circumferential direction of the insulating covering 12 at both the ends of an electric wire 10, blocking members 43F, 43R are mounted to an opening section at both the ends of the shielding pipe 20 for sealing the inside of the shielding pipe 20, a removal piece 14 at the end side as compared from the break 13 in the insulating covering 12 is held by the blocking members 43F, 43R, a filler 30 is injected into the shielding pipe 20, the blocking members 43F, 43R are removed from the shielding pipe 20, and the removal piece 14 held by the blocking members 43F, 43R is disconnected from the electric wire 10.
