PROBLEM TO BE SOLVED: To provide a token counting management system capable of specifying an operator executing the counting based on photographing information when occurring a fraudulent counting. SOLUTION: When a token counter 200 counts tokens, a token determination part 220 determines whether the tokens are own parlor's tokens or other parlors' tokens, when the number of the other parlors' tokens determined by the token determination part 220 becomes a preset token upper limit value (occupation value) or more, "a warning signal" is transmitted to a terminal controller 140, the terminal controller 140 transmits a photographing camera 400 "a photographing start signal" for taking a photographing picture when counting the tokens, and token counting information (the total number of tokens, the number of the own parlor's tokens and the number of other parlors' tokens) corresponding to photographing information of the person taken by the photographing camera 400.
