PROBLEM TO BE SOLVED: To shorten the period up to opening from application to the DSL service. SOLUTION: User information, information of DSL service provided for users, and Internet connecting information indicating the Internet service provider, are included in the hand-shake signal of a modem 13 installed in the user side. A DSL modem detecting device 24 is provided in a telephone office 2 connected with this modem 13 via a subscriber line 3. Consequently, the hand-shake signal can be received to acquire the user information and Internet connecting information included therein. On the basis of such information, the DSL apparatus 26 corresponding to the DSL service and the Internet service provider 5 are identified and thereby the DSL connection can be extended automatically with the connecting apparatuses 25, 27.
