<p><P>PROBLEM TO BE SOLVED: To provide an optical transmission system enhanced in fault tolerance performance. <P>SOLUTION: Combinations following a determined evaluation index are extracted in respective paths on a network and bundled to one path tunnel. When congestion occurs, the path tunnel is moved as one path to the other transmission resource to thereby suppress a drop being being larger than necessary in transmission efficiency.
