PROBLEM TO BE SOLVED: To provide a signaling tone generator and an incoming call signaling device which analyze peripheral sounds and generate a signaling tone from an analysis result. SOLUTION: Peripheral sounds which are inputted by a microphone 17a and sampled by a sound collection part 17c are coupled with peripheral sounds sampled in the past by a coupling part 17d, and a feature parameter of the linked peripheral sound is extracted by an analysis part 17e and stored in a feature parameter storage part 17i. In the case that it is determined by a comparison part 17f that the extracted feature parameter is changed from a feature parameter which has been extracted in the past by the analysis part 17e and stored in the feature parameter storage part 17i, a generation part 17g generates a signaling tone from the feature parameter extracted by the analysis part 17e and stores it in am audio content storage part 18.
