A sidewalk block and a manufacturing method thereof are provided to cut down manufacturing cost by simplifying manufacturing process, to improve appearance and visibility by constructing various color and pattern sidewalk blocks, and to extend the life span by treating a color surface of the sidewalk block with polymer mortar. A sidewalk block(10) includes a block body base layer(30) formed by mixing aggregate, cement, efflorescence restricting agent, additive and water, and a block color surface layer(20) stacked on the block body base layer, formed by mixing polymer mortar, inorganic pigment, efflorescence restricting agent, additive and water and divided into polygonal unit blocks(20a~20d) with vertical grooves(11) and horizontal grooves(12). Aggregate of the block body base layer is made of two kinds of material or more, and polymer mortar of the block color surface layer is made of two kinds of material or more. The sidewalk block is manufactured by preparing a rectangular standard resin mold, first mixed mortar charged in the resin mold to form the block color surface layer and second mixed mortar for the block body base layer.
