PROBLEM TO BE SOLVED: To provide a fuse program circuit for quickly programming a PROM in a simple circuit in a semiconductor device equipped with a fuse cutting type PROM to be programmed by using a fuse as a storage element, and fusing and successively cutting it by making currents flow by every one or one block unit. SOLUTION: A cutting necessity/unnecessity deciding circuit 2 compares a fuse status signal 1a showing the cut status of a fuse to be outputted by a fuse circuit 1 with a programming signal 7a, and outputs a matching signal 2a and a mismatching signal 2b according to the matching/mismatching. When a mismatching signal 2b and a permission signal 5a showing a program operation are inputted, a fuse cutting signal generating circuit 3 transmits a fuse cutting signal 3a to the fuse circuit 1 to cut the fuse. When receiving the permission signal 5a and the matching signal 2a, an end signal generating circuit 4 outputs an end signal 4a as a permission signal in the next stage. The matching signal is outputted simultaneously with fuse cutting so that a program in the next stage can be immediately started.
