Disclosed is a rolling bearing which contains no harmful substance and thus causes no environmental contamination. Specifically disclosed is a retainer for rolling bearings which is made of a cold-rolled steel sheet and holds a rolling element of a rolling bearing. The retainer is obtained by subjecting the cold-rolled steel sheet to at least one surface treatment selected from zinc electroplating, tin electroplating, tin-zinc alloy electroplating, zinc-iron alloy electroplating and zinc-nickel alloy electroplating, and then further subjecting the resulting to a trivalent chromate treatment. The rolling bearing uses such a retainer for rolling bearings.
