Provided are a method for preparing a composition of aged seaweed composition having improved pharmacological effect of seaweed by fermenting the seaweed at various temperature and time conditions by multistep, and an aged seaweed composition prepared by the method, method for using the composition as antiseptic, and an antiseptic using the composition. The method comprises the steps of (a) washing at least one seaweeds including kelp naturally dried by sea wind and firstly aging the seaweeds in airtight space maintained at 50-85 deg.C for 15-90 days, so as to prepare a composition of firstly aged seaweed; (b) adding water to the composition and secondarily aging the composition comprising water at 65-100 deg.C for 15-60 days by using a double-boiler comprising at least one cooling column(300,400,500), so as to prepare a composition of secondarily aged seaweed; and (c) heating the composition by heater maintained at 60-100 deg.C for 30-80 hours and drying the composition. The double boiler of the step(b) comprises a double boiling part(200) for double boiling the composition of firstly aged seaweed, and a heat source(100) for supplying a heat to the double boiling part at a part opposite to the cooling column(300,400,500). The insides of the double boiling part and the cooling column are connected by connector part. An average cross-section of the connector part is smaller than those of the double boiling part and the cooling column.
