<P>PROBLEM TO BE SOLVED: To provide a fuel cell system capable of continuing power generation even when the temperature of a fuel cell stack at startup time drops below the startup enable temperature. <P>SOLUTION: At startup time, a controller 26 determines the operating condition at startup time, in accordance with the temperature T<SB>cell</SB>of a fuel cell stack 2 which is detected by a temperature sensor 21, and the startup enable temperature Tp which is recorded within a nonvolatile memory.
