PROBLEM TO BE SOLVED: To provide a method for manufacturing a ceramic substrate which is manufactured with small electric energy, and in which resistance values of a substrate and a conductor layer are controlled easily. SOLUTION: A calcined or non-calcined conductor layer 2 is formed on a ceramic molded or sintered body 1, or a non-calcined insulator layer is further formed on the conductor layer. Resistance heat generation is caused by turning on electricity to the calcined or non-calcined conductor layer 2. The ceramic molded, the non-calcined conductor layer 2, and the non-calcined insulator layer are sintered or calcined. The ceramic sintered body 1 is manufactured by turning on electricity to the ceramic molded body which is mixed with an electrically conductive material powder, causing resistance heat generation, and sintering it.
