PROBLEM TO BE SOLVED: To provide a process cartridge which suppresses wax filming on an image bearing member and can ensure proper image characteristics, and to provide an image forming apparatus and an image forming method. SOLUTION: The image forming apparatus has at least an image carrier; a developing device for forming a toner image on the image-carrier with a toner including at least wax and a binder resin; and a cleaning device for removing the toner remaining on the surface of the image carrier, wherein the cleaning device has a cleaning blade, which abuts against the image bearing member in a direction reverse to the rotating direction of the image carrier. At the contact part of the image carrier member, the angle between a section of the blade in the axial direction and the surface of the image carrier is in a range of 90-120°as an angle with respect to the rotation upward direction of the image carrier, the cleaning blade has impact resilience of≥60% at 23°C, and the contact pressure of the blade to the image bearing member is≤0.2 N/cm.
