PROBLEM TO BE SOLVED: To provide a combined ring spacer expander using a simply shaped flat plate material 40 as a base material to form upper wall portions 34 and lower wall portions 35 offset in the radial direction. SOLUTION: The band flat plate material 40 is bent along polygonal lines 42 inclined to a crossline 45 perpendicular to the longitudinal direction to alternately and continuously form the upper wall portions 34 and the lower wall portions 35 via side wall portions 36.
