PROBLEM TO BE SOLVED: To secure required ventilation performance, while shortening construction time, by forming a venting and throating plate and a venting and throating structure by simple processing. SOLUTION: A projection part 12 projecting to the outer wall backing material 2 side is arranged in an uplifting part 4 of the venting and throating plate having the uplifting part 4 interposed between an outer wall backing material 2 and an outer wall external facing material 3. This projection part 12 is formed in a block shape, and its tip part is formed in a plane or spherical surface shape, and is respectively arranged in a row in an upper part and a lower part of the uplifting part 4, or the projection part is composed of a projection strip 27 extending in the vertical direction.
