<p><P>PROBLEM TO BE SOLVED: To provide a method and apparatus for optimizing route suitable for network to which heavy load is applied. <P>SOLUTION: A restoration process is performed after failure of a part of a network. A restoration route in the peripheries of the failure is selected, at least a part of capacitor of link is assigned along the restoration route. The restoration route is completed without delay.
